Security, Law and Order |Protection of Rights and Freedoms |

Constitutionalism
FDC believes in the supremacy of the Constitution, including a clear separation of powers between the Executive, Legislature, and the Judiciary. The independence of the judiciary shall be sacrosanct and Parliament shall legislate independently.

All citizens are equal before the law, and must have equal legal protection and access to courts established by law. FDC shall empower the judiciary to deliver justice in a timely manner and shall ensure that the rights of arrested individuals are respected.

Security, Law and Order
UPDF, Reserve and Auxiliary Forces
FDC will build and effectively equip and facilitate competent and highly professional Armed Forces that are non-partisan, non-sectarian and fully subordinate to civilian authority. Ending all forms of corruption in the Armed Forces, by upholding the highest ethical and accountability standards will be a priority and all illegal militias , will be disbanded. Furthermore FDC will improve the welfare of the Armed Forces

Police and Law Enforcement
FDC aims to i ncrease the size of the Police Force from the current 15,000 to 25,000 within five years, and ensure that the force is effectively trained, well dressed, highly professional and motivated,

and free of corruption and sectarianism. Training remuneration and housing for the Police will be priority issues.

Prisons Service
FDC will expand the Prisons Service, strengthen basic training, refresher and upgrading courses, rehabilitate housing and recreational infrastructure, and provide adequate salaries, education, recreation and welfare for families. Congestion of prisons and strengthening of the Prisons Industry and farms will be of priority to FDC

Intelligence Agencies
FDC will d isband irregular security agencies, streamline, build and effectively equip and facilitate efficient, disciplined the intelligence agencies (ISO, ESO, CMI) that are national in outlook, highly professional, non-partisan, non-sectarian and fully subject to civilian authority. Also eliminate corruption, blackmail, extra-judicial activities, and abuse of the services for monetary gains and political ends.

Rights and Freedoms
Political Freedoms and Rights will be guaranteed and there shall be zero tolerance of political suppression, oppression, violence and in particular illegal interference by individual members of the UPDF, Police and all security agencies in political processes. Laws that allow security agencies to infringe on people's rights and freedoms shall, be repealed and new ones enacted to entrench democratic rights, freedoms and practices. The opposition will be recognized and protected and inter party liaison will promote harmony between political parties while preferential public funding and treatment for the Ruling Party will be abolished in order to level the political playing field.

FDC strongly supports free and fair elections and opposes participation of the military and security organs in the electoral process.

FDC believes that the most solemn duty of a government is to protect its citizens and their property, and guarantee individual rights and freedoms. Extra-judicial arrests, detention and torture of civilians and political opponents by security operatives must end and illegal security operations shall be shut down. FDC shall uphold the independence of Uganda Human Rights Commission and shall work with civil society to defend human rights.

FDC will engage in proactive peace building by pursuing peaceful resolution of conflict, encouraging tolerance and encouraging dialogue. Resettling internally displaced people and enabling their return to a productive life will be a priority.

A Truth and Reconciliation Commission will be established to resolve and heal the injury left by all past regimes.
