FDC supports the highest standards in the services industry and shall ensure through incentives and appropriate regulations the development of well-designed, well-built and thematically attractive hotels and lodges countrywide.
FDC supports the establishment of high environmental and urban development goals, supported by appropriate legislation that will ensure high environmental and hygiene standards and enhance and transform the aesthetic value and tourism potential of our country. The party will support plough back of profits to communities adjacent to tourism sites. FDC shall develop programmes for trade, investment and tourism promotion.
Agricultural Development and Food Security
FDC recognizes that, for the foreseeable future, Ugandans must embrace agriculture as the country's engine of economic growth, and that agricultural development is critical for rural transformation. FDC shall therefore deliberately identify farming development paths for various agro-ecologies and socio-economic situations, and set for each specific transformation goals. FDC shall undertake comprehensive review of the current PMA to make it a truly focused sectoral plan and ensure budgetary allocation for the agricultural sector is increased from the current 2-3% to at least 10% within 5 years.
FDC shall institute measures to increase production and quality of traditional commodity crops) and food crops through the use of modern. FDC shall also provide targeted incentives to promote grain production and rapid growth of the floriculture, fisheries, apiculture, dairy, beef, small-ruminants, piggery and poultry industries for export, income, employment and food security. Research and extension will be strengthened to critically address agricultural development and transformation needs. FDC shall ensure increased funding, and building of national capacity and competence, for surveillance and control of pestilence . The party will institute a national programme for acquisition and use of tractors and farm . FDC will support measures to make agricultural credit available to farmers and investors in agro-processing to strengthen local markets and promote value addition. Commodity trade and export development shall be strengthened through agricultural trade incentive mechanisms, training in export production and post-harvest handling, support for grading and certification, and strengthening the collection and dissemination of market information. FDC shall institute measures to protect farm incomes and stabilize produce prices . The Party shall develop a national food security strategy in line with the objectives of the Constitution.
Rural Transformation
FDC recognizes the intricate and inseparable link between agricultural development and sustainable improvement in the socio-economic well being of rural communities. The Party shall therefore pursue a people or household- centred economic growth and rural socio-economic transformation, with focus on production, productivity, profitability, progress and sustainability. Accordingly, FDC shall initiate transformation in the use of agricultural land , through a national land use policy and legislation that will promote land titling, long-term renting, effective, rational and sustainable use and enhanced productivity of agricultural land, and rationalized settlements and environmental improvement. FDC shall undertake conscious and deliberate promotion of a savings and investment culture that commits Ugandans to long-term development and transformation. FDC policies will encourage rural lending institutions to avail accessible, low-interest, long-term rural credit for agriculture, agro-processing, rural industries, education, housing and other rural socio-economic development activities. The party shall pursue a national strategy to develop critical rural infrastructure including roads, power supply, water and sanitation, and ICT. FDC recognizes the inevitability of urbanization of rural populations , and supports the re-establishment of Town Boards, promotion of long-term planning of rural growth centers, titling of plots to facilitate construction of residential and commercial buildings, and promotion of enterprise development to spur investment of agricultural incomes in more rewarding secondary and tertiary economic projects that will support greater urbanization, modernization and gainful employment of rural people. FDC shall also introduce strict legislation to promote modern housing and homestead development, and household, public and community hygiene, aesthetics and environmental improvement.
Minerals and Petroleum Development
FDC recognizes that among the natural resources endowment of Uganda that have as yet not been fully explored and exploited are the mineral and petroleum deposits. Therefore FDC shall undertake aggressive exploration and exploitation of our petroleum and mineral potentials and shall develop key infrastructures and professionals to manage the sector. The party will evolve long-term strategies and policies for investment and effective utilization of petroleum and other mineral resources focusing on local landowners of their property rights . FDC recognizes the fair sharing of income from minerals and petroleum with local communities, and will therefore implement a fair plough-back policy to ensure that mineral extraction companies invest part of their earnings on infrastructure and social services for local communities. |
