International Cooperation :
FDC is committed to abiding by Uganda’s international obligations contained in multilateral treaties conventions and bi-lateral agreements in all spheres of human endeavor.

International Relations

FDC will seek to:

  • Promote global and regional peace, and support the mission and ideals of the UN and African Union (AU), and the peace-building initiatives of the UN and AU in regional conflicts on the African Continent.
  • Drastically shift dependence on the Armed Forces and strength of force as a cornerstone of Regional Policy, to dialogue, peaceful engagements and forging of co-operation with neighbours.
  • Effectively support international fight against terrorism, but ensure that in doing so the rights of individuals and the principles of democratic governance are upheld.

Foreign Direct Investment and International Labor Services:

  • National Competitiveness.
    FDC shall ensure that the business environment in Uganda is competitive and attractive, through promotion of long-term stability, appropriate policies and legal framework, establishment of critical infrastructures and instituting incentives to attract Foreign Direct Investments (FDIs). FDC will also implement public-private partnership to attract critical industries, develop export-processing zones (EPZs) as anchors for industrialization; provide initiatives (e.g. affordable capital, tax relief, infrastructure) for rural investments, economic integration and balanced national development; and promote lower commodity costs and rapid income growth to spur domestic demand.
  • Fair Competition.
    FDC supports creation of a free and fair competitive environment in the private sector by rooting out fraud, corruption, tax evasion, political interference, and economic patronage- particularly dubious processing of investment agreements by State House- and will ensure objectivity, transparency and fairness in public contracting.
  • Macroeconomic Stability.
    FDC recognizes the importance of stable macroeconomic environment for sustainable economic growth, and the negative effects of runaway government expenditure on access to and cost of investment credit. FDC shall therefore focus on promoting higher productivity, export revenue growth and on reducing government deficit financing, rather than on the current manipulation of money supply, to control inflation, lower interest rates and ease private sector access to investment credit.
  • Diaspora Ugandans.
    FDC salutes Ugandans now working abroad, and acknowledges the importance of their skills and experiences and financial remittances to the economy and the well being of their kin, and the potential they hold when encouraged to invest back home. FDC shall therefore formulate a special programme to attract investments from Diaspora Ugandans, to support them, and to protect and guarantee their investments.
  • International Contracts and Public Works.
    FDC shall ensure that Ugandans participate in and share all international contracts, to promote local-foreign partnerships and impart knowledge and transfer technology to locals. The Party shall also implement policies to ensure that all large public works offer maximum opportunities for gainful employment and training of Ugandan workers, and that Ugandan experts within and in the Diaspora are partners in consultancies and in planning of projects.
  • Outsourced Jobs and Labour Export.
    FDC recognizes the potential that jobs outsourced from developed countries has in strengthening national incomes and the building of local capacities and competitiveness, and that these opportunities and benefits are enhanced by labour exports. FDC shall therefore develop appropriate infrastructure (ICT) and institute manpower training to enable the country attract such jobs and participate in the international labour market. The Party will also facilitate the international movement of Ugandan workers abroad, including negotiation of bilateral agreements for temporary “guest” worker visa programmes and dual citizenship for Diaspora Ugandans.

International Trade

  • Free and Fair Trade.
    FDC believes in free and fair trade as a critical means of generating development funds, and shall resist all unfair trade practices and barriers.
  • Export Markets.
    FDC shall pursue new markets for our exports and create new opportunities for our people through negotiation of fair and concessionary bilateral, multilateral, regional and global trade agreements.
  • Regional Integration.
    FDC shall pursue regional economic integration through harmonization of tariffs and investment policy regimes and the free flow of goods, services and labour, by actively participating in the EAC and other regional economic bodies as an East African Bloc. FDC shall also strengthen Kiswahili and French training in the country as tools for enhancing regional competitiveness and interaction.
