Gender, Youth, Special Interests
FDC recognizes Ugandans as God-fearing and responsible people, who by tradition exercise equity in development and welfare, and share out the benefits of progress among all. FDC also recognizes that the different elements of our society- elderly, women, youth, and people with disability- are the social fabric upon which the nation stands. FDC therefore commits to supporting all members of the Ugandan society and, accordingly:-

Women:

  • Equal Opportunity and Leadership.
    FDC upholds a “No woman left behind” principle, and affirms its commitment to gender equality development and all national affairs.  FDC shalloperationalize the ‘Equal Opportunities Commission’ provided in the Constitution andvigorouslypromote gender-sensitive governance and development; and commits itself to scrupulously enforcing all laws against sexual discrimination, equal opportunity, and on fair representation of women (at least 1/3rd) in all Party and elective leadership positions.

  • Property Rights.
    FDC shall uphold women's rights and access to family land and the 2004 amendment of the Land Act that allowed co-ownership of land on which the family resides and/or derives sustenance.
  • Education and Training.
    FDCrecognizes the need for transformation of the girl-child as a foundation for household improvement and social advancement, and accordingly supports provision of free universal secondary education for the girls, strengthening skills development among women, and targeting all special development needs of women.
  • Health.
    FDC is committed to a greater focus on women’s heath issues, in particular pre-natal care, safe motherhood, post-natal care, and breast, cervical and other cancer detection and early treatment.
  • Economic Empowerment.
    FDC commits itself to instituting technical training and support programmes for women groups and businesses so as to build their capacities and impart skills. FDC will also ensure access to financial services and markets, and specially consider women owned companies for main or sub-contracts for public works and service provision.

Youths:

  • Youth Development and Leadership.
    FDC shall institute a National Youth Development Programme, focusing on national integration, horizon and character building, ethics and integrity, skills development, leadership training, community service (National Youth Service), and sports and recreation to be implemented from the nursery to post-primary levels, and in all communities. FDC shall also implement special programmes (vacation schools and apprenticeship, business training) to prepare youths for employment and entrepreneurship, and promote and ensure participation of youths in leadership at all levels within the Party and nationally.
  • Sports and Recreation.
    FDC recognizes the enormous sports and recreation potential in the country, the value of government support to unravel this potential, and the huge economic opportunity that professional sports hold for the youth. FDC therefore pledges direct government support for sports development, in collaboration with the private sector, through direct grants, sponsorship of tournaments, special scholarships, and formal sports institutes.
  • Fight Against HIV/AIDS.
    FDC recognizes that the youths are the real vanguard against the HIV/AIDS scourge, yet they constitute the most vulnerable groups. FDC shall therefore spare no effort to mobilize youths against the disease, through grants to youth groups for gainful socioeconomic activities, deployment of peer youth groups for HIV/AIDS campaigns, and support to youth victims of the disease (those infected and orphans).
  • Defilement.
    FDC will institute absolute zero tolerance against child molesters and other sexual predators, through stiff sentences and social debarments.

People with Disability and Special Interest Groups:

  • Self-Actualization and Leadership. FDC recognizes the deep desire for self-actualization that people with disability and those of other interest groups hold. FDC shall therefore institute special programmes for their full protection, self-reliance and national integration. FDC shall also ensure integration of these Ugandans into Party and national leadership.
  • Rehabilitation and Support.
    FDC shall restore and strengthen the rehabilitation and training programmes for people with disability, through rehabilitation and re-equipping of special schools, restoring rehabilitation centers, and funding needed activities. FDC will also institute special programmes for enterprise development and economic support for the disabled, for start-up grants, tools and equipment, tax relief and enterprise training.

 Elderly and Senior Citizens:

  • Livelihood Support.
    FDC recognizes the cultural link that our elderly hold, and grave effect of rapidly emerging Western lifestyle on the traditional care of the elderly. FDC shall therefore evolve strategies to ensure sustainable incomes for the elderly, and free medical support and pension grant to maintain their health.
  • Pensions and Social Security.
    FDC shall reassign all the elderly pensioners of 70 years and above into a special pension groups, and ensure that all their gratuities and pension areas are paid within 6 months and that, subsequently, they receive their monthly pensions promptly. FDC shall also develop a comprehensive Social Security System for all Ugandans.
