Tax Reforms
Tax evasion t hrough political protection and non-transparent tax exemptions by the Executive will be eliminated. FDC will institute reforms to overhaul the URA and to subject it to independent annual performance audits. It shall also automate taxpayer information system, modernize and automate the land and company registries, and decentralize them to regions. Small businesses will get incentives to spur savings and investments in critical sectors of the economy and in rural areas. FDC will eliminate the dreaded Graduated Tax, and institute measures to increase the independence and capacity of local governments to rationally levy and assess taxes.
Private sector development
will be enhanced through increasing national competitiveness of the Ugandan business environment through promotion of long-term stability, appropriate policies and legal framework, establishment of critical infrastructures and instituting incentives to attract Foreign Direct Investments (FDIs). FDC supports creation of a free and fair competitive environment in the private sector by rooting out fraud, corruption, tax evasion, political interference, and economic patronage- particularly dubious processing of investment agreements by State House- and will ensure objectivity, transparency and fairness in public contracting. FDC shall implement policies that will ensure effective access and lower interest rates on investment capital , development microfinance institutions and their expansion into rural. The State must play a critical role in spearheading economic development, not just by providing enabling environment but also by trailblazing in areas critical to national transformation whenever risks and capital requirements are too high for the private sector. FDC recognizes Ugandans as the largest body of potential investors and private sector players, and the informal sector in which they participate as a critical component of the economy . FDC shall put in place special initiatives to promote rapid development of micro, small and medium-scale enterprises as a basis for rapid economic growth , local capital accumulation and massive employment creation. FDC shall formulate a special programme to attract investments from Diaspora Ugandans , to support them, and to protect and guarantee their investments.
Economic Infrastructure
The Party shall institute measures to improve the transportation and communication network of roads, railway and air transportation, storage infrastructure services, and nationwide telecommunication, IT and media linkages (radio, newspapers). The Party shall fast-track energy generation and transmission services through construction of the big power schemes along River Nile, increase micro-hydro stations, exploit other new and renewable sources of energy, lower cost of power, improve transmission, and extend electricity to all parts of the country. FDC shall implement a housing policy with a savings and credit support programme aimed at promoting decent, hygienic and affordable housing for both urban and rural populations.
FDC shall therefore initiate a programme to redesign existing urban centers and set new standards for urban development.
Employment and Labour Rights
FDC shall initiate education and training to transform attitudes and mould motivated, enterprising, hard-working, highly productive and competitive people . The Party shall promote policies, programmes and activities for rapid economic growth and transformation, job creation, employment and meaningful incomes for people in both urban and rural areas. Ugandans shall participate in and share all international contracts, to promote local-foreign partnerships and impart knowledge and transfer technology to locals. FDC recognizes the potential that jobs outsourced from developed countries has in strengthening national incomes and the building of local capacities and competitiveness, and that these opportunities and benefits are enhanced by labour exports. Resources will be committed to training and technical assistance for small and medium size business entities , co-operatives and micro-finance institutions, and also extend such assistance for retooling of retirees and retrenched workers. FDC shall inculcate into our youths the culture of hard work and entrepreneurship. Furthermore, FDC shall support a workers' Bill of Rights, particularly rights to decent employment conditions and fair wages.
International Trade Free and Fair Trade
FDC believes in free and fair trade as a critical means of generating development funds, and shall resist all unfair trade practices and barriers. FDC shall pursue new markets for exports and create opportunities through bilateral, multilateral, regional and global trade agreements. FDC shall pursue regional economic integration through harmonization of tariffs and investment policy regimes and the free flow of goods, services and labour; and shall also strengthen Kiswahili and French training in the country as tools for enhancing regional competitiveness and interaction. |
