Presidential Term Limits
FDC supports the two (2)-term limit for the President, and shall appropriately recognize and adequately provide for and guarantee the welfare, security of former Presidents.

Good governance involves institutional reforms, restoring professional ethics, accountability and transparency in public office as well as the active participation of all stakeholders. FDC' shall entrench zero tolerance of corruption and political patronage and shall run an open, transparent and accountable government. Anti-corruption agencies will be strengthened and the prosecution and punishment of corruption will be swift.

Public Administration
FDC shall serve the public with dedication, honour , and integrity. Public administration will be streamlined to reduce its burden on the taxpayer, eliminate duplication, and increase efficiency and moral standing. Public service will be accessible to all based on merit and national balance.

Cabinet will be reduced and the office of Resident District Commissioner (RDC)will be eliminated to save resources for locally elected leaders. FDC will appoint no more than 10 professionally competent presidential advisors..

Parliament will be reduced by increasing the population represented by an MP from the current 72,000 to 200,000 people and a confidential and electronic system of voting on all questions in Parliament will be adopted.

FDC will reform the Civil Service to realize a well-remunerated, lean, professional, non-corrupt, non-partisan and efficient public service. Emphasis on civil service training, pay reforms, equity and transparency will reduce public debt. And retiring public servants will be guaranteed a fast and effective pension scheme.

Local Governments
FDC will institute genuine national dialogue for the review and implementation of lower level governance, addressing in particular key weaknesses of decentralization. Creation of districts will be based on transparent criteria which will ensure that districts are financially viable and sustainable.

Federalism.
FDC recognizes and supports the aspirations of the people in respect of a Federal System of Governance as contained in the Justice Odoki and Prof. Ssempebwa Constitutional Reports. The Party shall institute dialogue for the establishment of a Federal System of governance, with a restructured local government system that will give the people maximum autonomy in the conduct of their affairs, and maximize service delivery, eliminate duplications and minimize the size and cost of public service.
