Reconstruction and Development
Northern Uganda and Other Areas |Karamoja

FDC deplores the suffering of the people of Northern Uganda (especially Acholi, Lango, Teso and West Nile) caused by the 18 years of armed conflict, the loss of hundreds of thousands of lives, and the inhuman conditions they continue to endure in the internally displaced persons’ (IDP) camps.

FDC acknowledges that the northern insecurity, localized political conflicts elsewhere in the country, and cattle rustling by some Karimojong warriors have generated enormous regional inequalities in social and economic development. Therefore:-

Northern Uganda and Other Conflict Areas

  • Speedy End to Conflicts. 
    FDC commits to resolution of all conflicts through peaceful means, and calls for a speedy and negotiated end to current conflicts (LRA, ADF etc.).
  • Reconciliation and Peace-Building.
    FDC shall establish a national Truth and Reconciliation Commission (TRC), peace building and reconciliation programmes, including a peace fora and other community outreach programmes, and comprehensive psychosocial programmes to address the large-scale psychiatric needs of former abductees and the general population affected by conflict
  • Relief and Resettlement.
    FDC urges government and the international community to support relief efforts to enable the people in IDPs return to their homes and to normal life. The Party shall implement a resettlement programme based on the special needs arising from the conflicts, over and above planned national programmes. FDC shall also strengthen the country’s capacity to rapidly respond to disasters and emergencies.
  • Education and Training.
    FDC commits to a special education and training support for Northern Uganda and other conflict areas, focusing on immediate rehabilitation of all educational institutions, building technical and vocational institutions to impart skills to the large number of school-dropouts and former abductees, and to instituting a special scholarship programme for entry of students from the region into tertiary institutions and universities. 
  • Long Term Development.
    FDC shall implement a long-term development programme for conflict areas, in order to bridge the gap between them and the rest of the country and make up for the lost development opportunities over the last 18 years, with focus on organized settlement, infrastructure development (water, electricity), improved land use and land titling, and interventions for agricultural production and other economic activities.

Karamoja and Cattle Rustling

  • Dialogue and Peace-Building.
    FDC will support permanent peace and reconciliation fora within Karamoja and between Karamoja and neighbouring districts, as a confidence building measure and to entrench dialogue, peaceful coexistence and community approaches to control of gun abuse.
  • Disarmament.
    FDC shall implement comprehensive, integrated disarmament programme for Karamoja, focusing on regional cross-border flow of small arms, dialogue and confidence building, mutual participation, gun buyback based on specific local needs, and institution of a regular force to protect local populations, fight gun abuse and cattle raids, and maintain peace.
  • Control of Cattle Rustling.
    FDC recognizes the need to control rustling in the short-term, and shall use a tracker force and community-wide compensation to discourage rustlers, area specific branding of cattle to ease tracing, and comprehensive road networks within and linking Karamoja to neighbouring districts to ease operations against rustlers.
  • Education and Training.
    FDC believes in the generational transformation of the Karimojong, and shall set up a special education and training programme for Karamoja focusing on rehabilitation and establishment of new secondary schools and vocational centres, and post-primary sponsorship of Karimojong children and their placement in schools nationally to expose them to new experiences and values beyond cattle keeping and cattle raids.
  • Long-Term Development.
    FDC believes that sustainable solution to the problems of Karamoja lies in the transformation of the Karimojong from militant pastoralism to settled pastoralism, based on widespread use of small communal valley dams, seeding of pastureland to increase carrying capacity of land and reduce cattle movements, veterinary services to reduce livestock losses and increase quality, and settlement schemes and conservation farming in highly productive areas to reduce dependence on livestock and ensure household and local food security.
