Besigye greeted the people of
Kasese and addressed their major concern of Obusinga. He said he did not
need to be reminded by anyone on the issue of Obusinga because it was in
his 2001 manifesto and now it is in FDC’s manifesto. He said people
opposing Obusinga like Dr. Chrispus Kiyonga were behaving like ‘abadoyi’
(night dancers). KB said it was dishonest for government to say that
there was not enough money for coronation and wondered how much money was
needed for the occasion. “Those who don’t want Obusinga like Kiyonga
should stay in their beds while others will be celebrating on coronation
day which will be during my next visit to Kasese,” Kizza Besigye said.
The candidate said Museveni
and Kiyonga had tried to link him to ADF in 2001 and even alleged that he
was behind the attack on Kasese Town after the presidential elections but
he said these were lies caused by fear of his candidature. He said his
escape after 2001 was not an act of cowardice as NRM-O propagandists are
saying, but a tactical withdrawal to help him re-organize and come back
when he was ready to face the dictator.

Kizza Besigye said one main
reason for poverty in the District was due to extravagance by Museveni’s
government. He said State House has a budget of 86 billion shillings per
year while the whole of Kasese District runs on a budget of 19 billion
shilling only for the same period. State House uses the 86 billion
shillings, which is taxpayer’s money to buy off opposition politicians
with divergent views. KB said Museveni approached him asking what he
wants but KB responded that he wanted nothing other than fulfilling the
promises that Museveni made to the people of Uganda.
On UPE, Kizza Besigye said
Kasese can never produce a doctor or a lawyer today due to the low
standard and poor quality education caused by mismanagement of UPE. He
said FDC would revive the UPE program and improve its quality by
increasing the number of teachers, improving their working conditions, and
the infrastructure for education. He promised to explain further on the
radio program where he was hosted later on Grace Radio.
FDC has identified Kasese as
one of the regions that are still lagging behind like Bundibugyo and
Northern Uganda and KB promised to ensure that these regions catch up with
other areas of the country. He said that the current high taxation was a
lose-lose program for both tax payers and government but FDC’s program of
lower taxes is a win-win program where both government and the tax payer
win. He attacked the government for causing the collapse of the railway
network and promised that FDC will expand and modernize the network, which
he said would provide the cheapest means of transportation for the
country.
KB urged people to vote for
FDC and all candidates appearing next to the key symbol. He asked people
to be vigilant on polling day to guard against rigging. He was given a
matchbox to burn bisanjja and a spear with which to defend Uganda and stop
civil wars. Tomorrow KB will address a rally near Lake Katwe and then to
head to Bushenyi District
