Kizza Besigye and his campaign team left Kabale at 7:30 a.m. this morning and made their first stop at Rutenga in Kanungu District where he was received by Musinguzi Garuga. The entourage proceeded to Kanungu Town where he was welcomed by Bishop John Wilson Ntegyerize at the first rally of the day.

Musinguzi James Garuga gave a progress report on FDC mobilization activities saying that out of 130 elective positions in Kanungu, FDC has fielded127 candidates and managed to facilitate the campaigns of all the candidates. He introduced Charles Byarugaba FDC Candidate for the position of LCV Chairman Kanungu, FDC Women Parliamentary Candidate Robinah Kobusingye, FDC Candidate for Kinkiza East, Kalisita Mpwabwoba, and himself FDC Candidate for Kinkizi West.

Garuga said NRM-O has bought motorcycles and is distributing them to GISOs and DISOs to move around the District intimidating FDC supporters. Government cars with forged private number plates are being used to campaign for NRM-O candidates and the vehicles have been identified and reported to Police and to the District Returning Officer but no action has been taken against the offenders, neither has the FDC received any response to their complaint. Garuga said the Resident District Commissioner (RDC) holds night meetings but does not allow FDC to campaign beyond 6:00 p.m. He also reported on the existence of a Yellow Brigade Group in Kanungu under the command of Jaquline Mbabazi, wife of Defense Minister Amama Mbabazi, which is being used to intimidate and harass FDC supporters.

Kizza Besigye thanked the people of Kanungu for their support before and after he went to jail adding that the crowds that lined up during his meet and greet country tour were the reason he went to jail. He added that he does not regret this because he left jail many times stronger than when he went there. He said the main reason for Museveni’s diminishing support is his failure to realize that people did not support him as an individual but for what they hoped he would do for them. Museveni is now desperate after people realized that he was not delivering on his promises and abandoned him.

On the economy, KB reminded people that 3 million Ugandans have slipped into abject poverty since 2001. He said that the government programs on agriculture: National Agriculture Advisory Services (NAADS) and the Plan for Modernization of Agriculture (PMA) are only channels for stealing money from government. The programs have been mismanaged and cannot be of any use to ordinary Ugandans. On the impact of high taxes on the prices of commodities Kizza Besigye gave examples of prices at the border town of Mpondwe, Kasese on the border with the Democratic Republic of Congo (DRC). On the Uganda side, a bag of cement costs 18,500/= while across the border the same bag of cement costs 14,000/=. A kilo of sugar costs 1800/= in Mpondwe on the Uganda side and 1000/= in DRC.

Kizza Besigye warned RDC’s in Rukungiri and Kanungu who are intimidating people that there are only 10 days remaining and the hunter may become the hunted. He urged voters to remain at polling stations after slotting their ballots despite the warnings from EC and Police that people should leave the voting area.

After Kanungu Town, Kizza Besigye stopped at Kilima Sub County and Kanyantorogo in Kinkizi West where he was entertained by Ntungamo Women’s Group with songs and traditional dances. KB said that poverty in Uganda is not caused by lack of resources but poor allocation of available resources. He said State House runs on 86 billion a year while Kanungu District runs on 11 billion shillings per year. He promised that FDC will put more resources where there are more people and greater need and not more resources where there are few people like NRM is doing. He said Universal Primary Education is not an NRM program. As a member state of the UN, the Uganda government has an obligation to provide free education to its citizens. He told people to vote for the key which will open a new era for Uganda starting in May this year. He later officiated at the opening of FDC offices at Butogota.

Kizza Besigye then proceeded to Nyamirama and Kambuga for mini rallies. Tomorrow he heads to Rukungiri.
